Biography

Scott S. Driggs is counsel in the firm’s Special Litigation and Compliance practice, bringing more than 30 years of experience in federal health law, regulatory enforcement, and public service. He advises healthcare providers, health-related businesses, and federal contractors on complex regulatory, litigation, and compliance matters. Licensed to practice law in Utah. Colorado practice is temporarily authorized pending admission under C.R.C.P. 205.6.

Prior to joining Snell & Wilmer, Scott served as Chief Counsel in the Office of the General Counsel at the U.S. Department of Health and Human Services, where he oversaw legal services for more than a dozen federal health agencies across the western United States. In this role, he advised on a broad range of issues, including HIPAA, the False Claims Act, employment law, government contracts, medical malpractice defense, civil rights, ethics, and bankruptcy. He also served as the primary legal advisor to the U.S. Surgeon General and the U.S. Public Health Service Commissioned Corps.

Scott’s practice focuses on helping clients navigate highly regulated environments, including government investigations, enforcement actions, and compliance challenges. He regularly counsels organizations interacting with federal agencies and complex regulatory frameworks.

In addition to his civilian legal career, Scott served 30 years in the U.S. Air Force, retiring as a Colonel. His military service included leadership roles supporting the U.S. Space Force training command, advising on large-scale logistics operations, and handling multimillion-dollar contract claims. He also provided legal guidance during national response efforts, including planning related to the Hurricane Sandy.
