On January 25, 2010, the Arizona Supreme Court unanimously announced its decision in Turken v. Gordon, involving the CityNorth project in northeast Phoenix. While it is not 100% clear what all of the implications of the CityNorth decision are, the decision may have wide-ranging effects on all private entities that receive funds from governmental entities, particularly in the form of economic incentives for development.
