Samantha Hollinshead is an associate in the firm’s Special Litigation and Compliance Practice Group. Her background spans government, judicial, and international legal settings, informing her approach to complex legal, regulatory, and investigative matters. With experience in public international law and both civil and common law systems, she brings a comparative perspective to questions involving regulatory frameworks, government enforcement, and cross-border legal issues.
As a judicial clerk at the Court of Justice of the European Union in Luxembourg, Samantha researched competition law, the Digital Markets Act, and data protection, including regulatory obligations affecting technology companies. Her experience in the U.S. Senate involved analyzing the legal and policy implications of economic sanctions, international trade, digital asset regulation, and national security matters. She has also supported cross-border criminal matters through her work with the U.S. Department of Justice’s Office of International Affairs. These experiences have given her insight into regulatory decision-making, government investigations, and the legal considerations that arise when matters span jurisdictions.
Samantha’s international experience includes work with the International Institute for Justice and the Rule of Law in Malta and Civitas Maxima in Geneva, Switzerland. Together with her academic study in European law in Milan, Italy, these experiences have broadened her understanding of international legal frameworks and the challenges of navigating different legal and regulatory systems. She earned her J.D., magna cum laude, from Arizona State University’s Sandra Day O’Connor College of Law and holds undergraduate degrees in sustainability and justice studies from Arizona State University.
