His prior experience as city attorney for one of the fastest growing municipal governments in the county gives him unique knowledge and rare perspective.

- Drafted and negotiated several large scale development agreements, including a 3,000-acre master planned residential community and a 2,000-acre industrial park
- Litigated and provided advice concerning public sector employment and labor law, including prohibited labor practices and bargaining unit formation/recognition
- Authored numerous codes and ordinances, including zoning/development codes, gaming, liquor and other business license regulations
- Managed and/or drafted numerous public work construction contracts, including a $250 million water reclamation facility and a $80 million + city hall complex
- Land use litigation and appeals including writs of mandamus
- Drafted numerous commercial contracts, from large equipment purchases to entertainment contracts
- Eminent domain litigation and regulatory takings
- Regulatory advice related to public sector financial administration, including over $60 million in general fund budget reductions in a two-year period
- Commercial evictions and landlord/tenant disputes
- Developed administrative policies ranging from employment practices to development exactions
- Provided advice related to gaming and other privileged licenses, including the establishment of "gaming enterprise districts"
- Regulatory advisor to a municipal water and wastewater public utility
- Legal counsel to the Redevelopment Agency Board of Director and the seven member Planning Commission
- Public work contracting and bidding, including bid protests and bonding requirements
